Article: Modified Risk Tobacco Products (MRTP)

The Family Smoking Prevention and Tobacco Control Act, enacted into law in 2009 made it illegal for tobacco products to be marketed as โ€œlower risk productsโ€ unless the Food and Drug Administration (FDA) authorized such a designation. A modified risk tobacco product (MRTP) is defined as โ€œany tobacco product that is sold or distributed for use to reduce harm or the risk of tobacco-related disease associated with commercially marketed tobacco products. In the past few years, the FDA has begun authorizing MRTPs (not approving) for sale and marketing in the US. You can find a list of all currently authorized MRTPs here. The Policy TA Team is working on a guidance document on MRTP to support grantees in understanding these emerging tobacco products and how they might show up in your local policy work.
