Colorado still needs local Tobacco Retail Licensing

Colorado communities still need local Tobacco Retail Licensing (TRL). Local tobacco retail licensing work by grantees is very important even with the passage of statewide licensing, in 2020. State TRL provides the minimum standard of protection for Coloradans by setting licensing as the foundation that local jurisdictions can, and should, build upon to establish comprehensive tobacco and nicotine product regulation within their communities to prevent youth from starting to use tobacco products and to create an environment that supports cessation for adults who are trying to quit smoking. Local tobacco retail licensing laws are the foundation we can build on the strengths and fill in the gaps of the state and federal law, limit predatory marketing practices, address equity in tobacco control policy and enforcement, regulate flavored tobacco products, and limit where and how tobacco is sold to further protect public health, safety and welfare.
