FY27 Tobacco - Focused Community Assessment Guidance and Resources

In FY24, local public health grantees will conduct a Tobacco-Focused Community Assessment and create a profile that highlights the findings. Currently, the launch of this project is expected to take place in September 2023. The purpose of this community assessment and profile is to help you make data-driven decisions when selecting a STEPP strategy or strategies. Selecting the right strategy for your community is the most promising way to eliminate disparities and reduce the burden of commercial tobacco and nicotine products. This page includes the tools and resources for the FY24 Tobacco-Focused Community Profile. It will be updated periodically, as each phase is released. Please bookmark this page for easy reference. STEPP will be communicating updates in newsletters, during monthly grantee update calls, and in periodic email blasts.

Phase 3 is centered on the ongoing work to be conducted by local public health agency grantees throughout the FY24-26 grant cycle, using the results of the commercial tobacco-focused community assessment to build buy-in and trust. Most of the work of Phase 3, telling the story of the burden of commercial tobacco and initiating community engagement and coalition building, will need to be reflected in your FY25 implementation plan. A webinar focused on completing your IP is planned for June 24, from 10:00-12:00. This webinar will be recorded and posted on TFCO. FY25 implementation plans are due July 30th.

Phase 2 will run from November - December and includes Community and Organizational Readiness, Strategy Selection, and Implementation planning. Phase 2 will culminate in submitting a draft FY24 Implementation Plan (IP) by November 15, and a final FY24 IP by December 15.

. Phase 1 will run from September through October and includes data collection and analysis, and initial community engagement. Phase 1 culminates in submitting your Community Profile(s) to your STEPP Project officer by October 31. Secondary Data Collection & Analysis STEPP is pleased to share county, Health Statistics Region (HSR), and state-level secondary data. You can view the data dashboard

which provides relevant tobacco data from BRFSS, HKCS, and PRAMS as well as contextual data from Census/ACS. You can select and download your specific data from the main page of the dashboard. If the data is not available at the county level, select the appropriate HSR which should have more comprehensive data availability.
