Protocol for Amendment 35-Funded Grantees on Local Tobacco Tax Discussions
STEPP is providing a one-page
to A35 grantees on how to address tobacco tax related questions. As a reminder, all grantees are expected to provide education on the public health benefits of tobacco price increases as part of their ongoing community education about tobacco. However, A35 funds are not allowed to be used to support or oppose a tax initiative or to solicit others to take a position for or against any local or state tax or ballot initiative. We are providing this additional protocol because since the passage of
some local decision-makers are considering tobacco tax ballot initiatives. Amendment 35 funds CANNOT be used to support or oppose tobacco tax initiatives. Colorado law (C.R.S 1-45-101 et seq) prohibits the use of A35 grant funding to support or oppose any ballot question or ballot initiative that has been referred to a vote of the people by the General Assembly or the governing body of a political subdivision.
