The report grades states and the federal government based on whether state and federal laws protect Americans from the enormous toll tobacco use takes on lives and the economy. Colorado earned an F for Tobacco Prevention and Cessation Funding, a B for Smokefree Air, F for Tobacco Taxes, A for Cessation Services and an F for Tobacco 21.
